I think that there is potential in thinking about how measurement contributes to different forms of accountability (different from the dominant, hierarchical, principal-agent based version of accountability we have at the moment: see here for some initial exploration https://www.centreforpublicimpact.org/simple-answers-wrong-toby-lowe-need-new-kind-accountability-public-services/

But in terms of how accountability is framed right now, i think the choice is binary — that’s the reality that Campbell’s Law describes. Very interested to talk further.
